the problem is that this competition is hidden away in this remote place...i only discovered it recently...and nobody finds his way to the voting thread...
i'd simply suggest to move it (back?) into the photography forum.
somebody would just have to do a sticky thread once in a month for everybody to post his entry and then at the end of the month replace it with a thread for voting...
you could of course argue that this is the place for artistic competions...but fact is, it doesn't work that way.
there are plenty of people visiting and contributing to the photography thread, they would surely consider taking part or at least vote.
the idea of having threads for voting and posting in two different fora alone is already ridiculous and making things far too complicated. there are hardly more people voting than taking part. on rscnet.org where everything is in one place there is much more activity...
