Required Fuel/Lap: 2.77 Liters

First Pit Stop should be at 36 Laps to use almost all your gas. Then it should be on a 33 Lap interval to avoid a 6th pit stop saving you about 1 1/2 Min.
If you want to you only need 93 Liters for a 33 Lap Pit cycle. If you want to minimize time to refuel.

When to Pit:
1st Pit Stop: Lap# 36
2nd Pit Stop: Lap# 69
3rd Pit Stop: Lap# 102
4th Pit Stop: Lap# 135
5th Pit Stop: Lap# 168

Tires should be Front: Soft / Rear: Medium so you don't have to use any brakes on the turns no matter how fast you go after drafting other cars.

For faster times Front: Hard / Rear: Hard but then you may need ABS set at 1 and Active Stability Management (ASM): ON to avoid spinning out if you get hit on a turn by another car.

With this Set up you should win by 18 Laps and finish the race in about 2 Hours and 20 Minutes

i think if you changed dampers to EXT-9 COMP-6 yyou may be able to get a little more out of that as well as maybe lowering the Front spring rate a little.
 
This setup is really good, the only thing I changed was the rear tyres, I used the soft ones. Won by 20 laps and ma best time was 38.2
