In America (and maybe Canada?) flapjacks are pancakes. The term "flapjack" is not used nearly as often as "pancakes", but I'd guess that it's used in this case because of the word "cake" in "pancake" being too suggestive that it actually belongs in the "cake" category. It's not his store. It's his plaza. He purchased property which had been re-zoned from single-family residential to limited commercial. The new zoning places restrictions on the nature of commercial development.
