Track setup: Special Stage Route X in a private lobby, equal conditions mode, default weather, auto-drive. Top speed is measured on the back straight (to avoid the downhill section), via the telemetry interface, in km/h.

Car setup: racing softs, fully tuned, wide body and aero kit if available, but no default "custom" wings. Downforce adjusted for max PP, transmission set to meet the top speed at high revs in the last gear. (Note that this is not the overall fastest setup for most cars, and that finetuning the transmission can change results slightly.)

Dont question the rules, aero for highest PP also doesnt mean highest speed

While your suggestion should be correct, wide tyres are often worth more for the better traction they offer.

Non-VGT road cars, correct. IIRC, the Ferrari VGT is a road car as well.

That's just because I have a maxed-out wide-body model around for all road cars, if available. As I said:
