3d grassfx for acu_istanbul-park v1.0 (track link included) 1.0

a very quick ext config file that adds 3d grassfx to acu_istanbul-park v1.0. first time of doing anything like this so its very basic. but it works and looks alot better than the random strips dotted about the place
