however, Monza is a city location, and technically speaking the car isn't on track..

Oh, yes, you me be right. Anyway, interesting and plausible interpretation of the rules.

Well, Monza is a race circuit and the pitlane is part of the circuit itself. Raphaele is right, Ferrari GTO is a road car and Monza is a racing circuit, so the photo is not correct.
But being a Scape, why not replace the GTO with a 330P4 (if you bought / won one) or with one of the race variants of the 458 Italia? Or one of the Lamborghini Huracan? Even the Pagani Zonda R is fine, since it can only be used on the track.
