I don't think there's been a complete list compiled for this, so here is a list of all the race modified cars in my standards garage that can have their rims changed. I've also included the concept cars, tuning house models and the oddballs, which aren't race modified cars, but may have been presumed as not possible to change.

The Strange Ones (Oddities that you might have thought would not be possible to change the rims of)
Unfortunately there isn't a single rally car that I have that can have new wheels. Other disappointments included Audi R8 LMS or any more of PD's fictitious LM models such as the Impreza Super Touring etc.
There are still some unchangeable road cars, as of 31/5/12, which are:
Bugatti Veyron, Caterham Fireblade, Chrysler Prowler, Dodge Viper GTS-R Concept, Infiniti FX45, Suzuki GSX-R 4

- Acura DNX Concept & Honda Dualnote - Looks like a real supercar afterwards

- Audi Pikes Peak Quattro - The wheel size gets smaller though, so the tyre sidewall height gets bigger to compensate.

- Nissan Sileighty - Probably belongs here in the concept car section. It's not a production model and doesn't belong to a tuning house. Since there's no cut 'n shut category, concept is the best description for this car - end of discussion.

Tuning House Cars
- Amuse - All the Amuse cars can have new rims
- Callaway C12 - Love the look of the Rays Triniti's on this car
- HPA Stage II Golf R32 - Those phatt white 5 spokes look awesome on this!
- HKS Genki Silvia - Surprising, but also a little pointless, as you cannot colour them in the split pairing like the stock ones
- Mines - Both the Skyline and Lancer can have new rims
- Mugen S2000
- Nismo - All Nismo cars can have new rims, and all look amazing afterwards!
- Opera Performance - Both the cars can have new wheels, and they really needed them to be honest.
- RUF - All the Porsches look dramatically better with a decent set of wheels on
- Tommy Kaira ZZII - And it definitely looks much better for it (Posted by SavageEvil)

- Trial Toyota Celica
- Shelby - Both cars. (Now, I know that Shelby is now building their own stuff, but they started by modifying existing cars)
- Spoon - All cars
- Tom's X540 Chaser - Those original 4 spokes were annoying me

- AC Cars 427 S/C 2.04 Update (Submited by ZDUPH)
- Buick Special - Big alloys, raise the front ride height for that hip-hop look!
- Cizeta V16T 2.04 Update
- Citroen 2CV - Just ridiculously funny!
- DMC Deloreon - I know, it's sacrilegious but the BBS ones kinda suit it
- Jensen Interceptor - Add a modern twist to this utter classic, that bodyline is extremely forgiving
- Lamborghini Countach - Both versions can have rims changed, but only if you're brave enough. The "preview" looks a little odd, but the finish is slightly better.
- Lotus Europa
- Nissan R390 GT1 Road Car - Belongs better in this section, as it's "supposed" to be a road car, lol!
- Nissan Skyline HT 2000GT-R - Finally, got rid of those horrible steels! Now, just implement some bodykits for it!
- Renault Avantime - You can now complete the Top Gear reproduction model with a set of black multispoked rims. (Expect to see this everywhere now though)

- Renault Clio / Lutecia V6 24V Phase 2 - Finally! 2.04 Update

- Toyota RSC - A road-going rally raider that looks like it was taken from the set of judge dredd!
- Toyota Sprinter (S. Shigeno vers.) - Some of you might be screaming "NOOO!" right now, but I neither know or care for the history of this car, I just know that I love the way it looks.
- TVR Speed Twelve 2.04 Update
- Volkswagon Beetle 1100 standard (type 11) - Looks ridiculous as the alloys seem to be about 6 inches deep.
- Volkswagon Beetle RSI - I didn't think this would be possible
- Volkswagon Karmann Ghia Coupe - Although the wheels seem a little bit too big
