Cars that are used are 99.9% of the time priced LESS than the MSRP (sticker price of it new), and the tradeable/untradeable rule/regulation is based off the MSRP of the car, so to speak. If a car is close to $1M used, then it is most likely $1M or more new. The Pagani C12 is tradeable, but not the C12S 7.3, LM Race Car, or the Pagani R. I just checked my garage.

I wanted one to complete my Pagani collection as well, so I just used a Level 15 Ticket to get the C12S 7.3. If you don't have 2 accounts to copy a ticket, just back up your game save before you use the ticket, and restore your game save each time you open the ticket 'til you get the car. There are only 14 known cars that are available for that ticket, so you're odds are pretty good in getting it fairly quickly compared to other tickets.

Thats one of the 4 cars i am missing so i know its not tradeable, although people say its a 1million limit it is infact around 950,000, Sorry to dampen your spirits on that one.
