IR stands for incident report, basically if someone hits you and doesn't yield you can file an IR. You can find where to file one in the OLR.

All hosts should start the night's racing at the scheduled time. The only reason to hold the start is to allow someone who was already in the room their three minutes from time of disconnect to return or to sort out invisible driver issues.

By the way. The prime rib was delicious. I'm enjoying after dinner drinks and cigars in my home bar with a couple of friends.
