Will this work on a STI sedan 2003 model?

Yes im running the sedans and super gt models. Sorry i dont have the 22b. I do love the subaru RS though. My buddies got 1 and the shorter wheel base hooks corners hard. I did it in a parking lot myself once. It typically doesnt understeer like the 05' sti i owned couple years ago.

I've got one which works pretty well for all the Imprezas - You'll find it here, including a handling comparison of online vs offline with SRF switched on.

SRF is a completely optional setting with this tune, and works just as well without it.
The suspension setup is good for all levels of power upgrades, and is pretty versatile with tyre choice too. The gearbox may or may not work at lower power levels, as it was setup using a fully tuned car, so may need adapting, but other than that it's reasonably solid.
I also use a DS3, so it might suit you. Have a look at the video below to give you an idea of what sort of handling to expect.

One change I have made since the tune I posted was to the camber angles, F. 2.8 R. 2.4 and toe angles, F. -0.50 R. -0.25 which seems to aid with turn-in. You'll get loads of predictable weight-shifting brake oversteer on the way into corners online, but not so much offline, as explained in the video.
