I figured that's the whole point of a PS3, playing online with people across the world...

Just make one, there's no other way to even test the tracks without a PSN account.

Ok I got corse maker. I don't have a pan. So you are saying I need a pan to drive on my track that I just made in corse maker?

You need a pan for cooking, not making courses.

Initially I bought my first PS3 just as a Blu Ray Player, in which case you can have a PS3 and make use of it without a PSN-ID.
Of course, this has changed in the meantime.

Course Maker is simply a Gran Turismo 6 user track building tool. The tracks are then transferred to a Gran Turismo account. A PlayStation 3 and Gran Turismo 6 disc are required to accept your creation in the game & once saved available to the other game venues.
