"Exclusive" generally means "You can't get it on the other console".
In terms of physical copies, FH3 is indeed an XB1 exclusive. That's what the chart is covering, so it's technically correct.
It doesn't sit right, but it's what most publishers are doing.That would imply a game supported by Windows PC and PS4 is an exclusive title, which doesn't sit right imo - They run on platforms provided by different companies.
