Hard to say exactly why, but I can offer a few of my anecdotal reasons:

• New players might have missed previous specialty dealer cars and may need another chance.
• Purposely limited to encourage Forzathons/Bounty Hunters/Career Mode
• Laziness.

I'm betting that we've already reached the full run of the Specialty dealer. I'm guessing that the rest of the locked cars are going to be from special events and what not, and that they did it this way(small selection of 3 a week, constantly repeating) so that the ones that missed it the first time around aren't too far away from it the next time around.

Uh wait, for it to be a Recycling Center, we have to bring recyclables to it! I am beginning to think of it as a gumball machine, the kind you see as you are leaving the super market. It's see-through and you can see that they are all the same color, and after trying a few you realize that it's the same flavor as well.
