A Good Setup so a fast car can take New Yorks Corners on fast or at least on Cruise

I cant seem to get any cars to fly around two of these 90 degree corners especially the second one after the shorter staightaway if anyone could help wold be awsome im at 99.6% with about 8200 B-Spec Points

Which car, which tyres, how much power, what kind of suspension modifications, weight reductions yes/no, downforce yes/no? Most if not all of those need to be known before we can help you. As there's no magic all-round setup for all cars it has to be made for every car specifically.

you can't just use a single setup for all the 700+ cars in GT4.., each car has its own unique drivability, characteristics, as well as settings..,

By listing your B-Spec point total I assume you're racing this course in that mode. You've probably noticed that the AI cars have a problem with that second corner and you will likely continue having problems there regardless what car you're using with Bob and a skill level of 8200.
