...As I said on another member's profile post, I find this car a bit pointless. I mean, I see Atom's raison d'etre as that of ultra lightweight, no-compromise car.

Just how much of all this "clever" tech going to add to its overall weight? Meh. Leave it as a concept and move on.

Apparently they were reaching a limit on mechanical grip, so they went for this. Perhaps the increase in grip from the ground effect system will make up for any weight gains.

...Not a scientist, so I won't even pretend to know what's mechanical grip and all that. But even a caveman like me knows you need a bit of wings at front and back to generate downforce, maybe a diffuser or two. Atom, to my knowledge never had them, bar the bat-**** crazy 500. To me, that's more of a cost-effective way to become "glued" to the road.

I think the less crazy 3.5R (which has 35p horsepower) also has a wing. I don't know why they went for fans. But I don't mind.

Since I am an aero engineer student, I'd say no it's not more cost effective. The R&D and CFD alone and also not trying to compromise the shape of the car, while complying to road laws the world over...You can easily get a picture of why doing a well known aero trick like this is much easier to design and put to use. Sure everything gets a wing, spoiler, splitter, louvers and vents, but when you look at who does it and to what extent it becomes obvious that expense is being calculated for.

Problem I have with this is as @Chameleon put it best...this thing isn't going to clear a driveway with a decent grade to it, so forget about speed bumps or even large natural undulation in a road.

...You're right about this car being unsuitable out in the real world. The concept car in the OP's pics sits so low, there practically isn't any ground clearance at all.

Now that I gave it a more thorough look-over, the board nailed to its bottom kinda reminds me of an ironing board. One more reason to get it back to the proverbial drawing board.
