ATi Tool

Currently, my Radeon 9100 is overclocked at 270/250. My question is, is 250 the effective frequency, or would 500 be the effective frequency since it is DDR?

The thing is that ATI tool can cause problems like a crashing computer, that's the reason why it was removed from the Omega drivers. I have a 9600TX (not an XT, mine is a modded 9500pro) and a 9800pro and it works just fine for me, I've never had trouble with it. But if you're using it and you suddenly have crashes and bluescreens, the ATItool might be your problem.

Now here's a little hint: if it's getting too hot inside your pc case, this might be a help. The tool can save several setups, and it also can auto-select them depending on the mode you're in. 2D (= desktop) and 3D (=game) are the options. I have my ATItool setup so that it actually loweres the gpu and ram frequency when I'm in desktop mode. That lowers the temperature of the card, so your pc case won't be so hot. I have no disadvantages through this cause I don't need any graphics power when I'm on desktop. When I run a 3D-application like a game, the tool automatically selects the 3D setup, where you can save your standard frequencies for example.

Now you can't lower your frequencies for desktop mode too much, cause that'll cause artifacts. My 9600TX usually runs at 297 (gpu) and 270 (ram) MHz. In 2D mode it runs absolutely well with both frequencies set to 200 MHz.

So if your case is too hot in summer causing your pc to crash from time to time, this might help you a little.
