UK's families put on fraud alert

Two computer discs holding the personal details of all families in the UK with a child under 16 have gone missing.

The Child Benefit data on them includes name, address, date of birth, National Insurance number and, where relevant, bank details of 25 million people.

Chancellor Alistair Darling said there was no evidence the data had gone to criminals - but urged people to monitor bank accounts "for unusual activity".

The Conservatives described the incident as a "catastrophic" failure.

In an emergency statement to MPs, Mr Darling apologised for what he described as an "extremely serious failure on the part of HMRC to protect sensitive personal data entrusted to it in breach of its own guidelines".

MPs gasped as Mr Darling told them: "The missing information contains details of all Child Benefit recipients: records for 25 million individuals and 7.25 million families. "

The chancellor blamed mistakes by junior officials at HMRC, who he said had ignored security procedures when they sent information to the National Audit Office (NAO) for auditing.

Mr Darling told MPs: "Two password protected discs containing a full copy of HMRC's entire data in relation to the payment of child benefit was sent to the NAO, by HMRC's internal post system operated by the courier TNT.

The package was not recorded or registered. It appears the data has failed to reach the addressee in the NAO."

He added: "The police tell me that they have no reason to believe that this data has found its way into the wrong hands.

"The police are not aware of any evidence that it has been used for fraudulent purposes or criminal activity."

Quite pathetc really that they were transporting this information with minimal protection, AND that it was unrecorded.

Let's hope this doesn't become as bad as it could potentially be.

I must say I am very concerned. What a bloody joke, you would have thought such information was heavily protected.

Seriously, just how does that happen? Its so bad its funny to those it doesn't concern.

And here I thought the FBI stealing $20 million in precious metals from Liberty Dollar was bad...

I really feel sorry for the families in jeopardy here.

This sounds like something that would happen in America, and before I clicked into the thread I thought it was. I guess no matter where you are in the world there will always be people with poor security, and for some reason it always seems like those who should have it, don't.

I hope they recover the discs and that nobody's privacy and account info was compromised. What's next? 50 million, 100 million people, an entire country?

To correct the title, the bank details of 7.25 million went missing, it affects 25 million people. Not putting a dampener on what is a stupid mistake. It happened over a month ago too, personally if I was a victim of fraud due to this, I'd take HMRC to court. They had peoples confidential data and they lost it, if I did the same thing, I'd be liable, surely?

A quote from Beeb.

Mr Darling said that anyone who lost money as a result of any misuse of the data would be covered for losses under the banking code.

Wow, I really do hope all of you in the UK don't get effected by this.

There at least I believe I have good news. It will only affect about half of us...

What I want to know is, since when do TNT ship stuff without tracking it?

I am very likely to be affected. While Mr Darling said 'anyone who lost money as a result of any misuse of the data would be covered for losses under the banking code.'

How would you go about proving you bank had been emptied by someone in possesion of this disk? if you can't then surely you can't be compensated.

I'd imagine it'd take many years to sort out, and would only end up working as the result of finding people who had the data, that is of course if anyone has the data, it could just be in a ditch somewhere.

Personally I think the Tories snatched it. Or they could have got their convicted liar in head of prison reform to do it...

I heard the other day, that there's no evidence that the discs are actually out of this HMRC building. Check your cup mats, now!

Exactly who does this affect? Is it people who are currently claiming child benefit or do the records go back further? Yes we claimed child benefit when our kids were younger. They're grown up now - The youngest is 19. Might this mean that we are on this list - I hope not.
What a state we are in!!!!

nige

I have no idea, interesting thought though. Maybe a ring to HMRC is required, nige?

I still think the title is misleading...

Replace stolen with "mislaid".

We constantly hear in the local post how the DVLA loses all sorts of crap, probably wouldn't be too difficult to lose 2 CDs in any other goverment (DVLA is privitised though) organisation with lots of mail going about.

Yes.

wasn't it lost in their internal mailing system? i seem to remember hearing that from somewhere..........

It seems that it was sent through TNT (not using a track and trace system as they don't have one), the HMRC claims it is lost somewhere between Preston and London, TNT claim there is no evidence to say they've lost it.

Apparently the data is unencrypted, thick <insertexpletive>.

My mum was more pissed off at how much it would have cost to send out "personal" appoligies to all those affected than the danger to her identity fraud.

7.25 million homes. 25 million people. Just under half the population.

Apparantly it was just 2 CDs that went missing. What I want to know is where you can get CDs that can hold the details of 12.5 million people...

Stuff like this happens quite often in Japan. Over the last two years, there has been a problem with a file sharing program called 'winny'. Any computer sporting this software can be tapped into. It's been found on many government computers and lots of private information has leaked out.

Ahhh.. government.
