Basic lobby host question

Sorry for the boring question but I can't for the life of me figure it out and my Google skills are letting me down. I notice that some people have a race countdown in their online lobbies (i.e. there is a timer counting down from 5 mins and then the race automatically starts). I host lobbies quite regularly myself and would like to add this but I can't see how, does anyone know?
