Best time to race online?

I did a search but found nothing. I live close to Seattle Washington(pacific time zone) and was just wondering what the best time to get online would be for me? Please do not tell me between 3 and 5pm because that seems to be when the majority of the punters are practicing thier punting skills! :banghead::banghead::banghead:
 
I sometimes have few and then again a lot of people online.

It would be nice to find some races that are clean with a wide field of skill.
That is why I'm working on getting the GTP_Tag to join clean races with fun:

I raced people faster then me, who waited, but I lost my cool and just was spinning off too much.
I raced people slower then me, where I waited, but in the fun parts of Fuji I always ran away easily. Interesting, but kept hoping for more challenge.
I raced people with similar laptimes as me, but fast on different parts, lost, but had most fun this way. (Accidentally punted in the back where my breaking point was later, but cleanly waited on the track to wait for the other to enter again afterwards. I blame inexperience.)

The way to find people online, get matched and assure fun is not clear to me yet either. Sad I can not take initiative, since its difficult for me to predict upfront when I take the time to race 10 or 20 laps online. (This week-end I'm out off line)
