I see that the brake balance is towards to the rear, +2.
This game has a hidden helper that does not allow you to apply 100% braking force if the brake balance is set towards to the rear.
To rule out a pedal defect test the brake pedal in the Thrustmaster control panel on PC or at least set the brake balance to -5 in GTS and try again.

Ok thanks will give it a try

So it's been set to -5 but still having the same issue. Tested it on the control panel and it goes all the way up on there. Stumped as to get it working.
Straight out the box too!

I wouldn't worry. As @super_gt mentioned there are hidden helpers in GT Sport and what you are seeing looks to be just the normal ABS reaction to hard braking. How much the ABS is kicking in is the red part at the top, and the white part is the actual usable brake force being applied.

It works perfectly well with ABS off even when it isn't set to -5.
I have however seen some replays of full braking without having to turn off ABS.

Using softer tyres will make it far more likely that you can reach the top of that meter. There's also other factors like braking in a dead straight line, and being on or off of the racing line etc.

Edit: I also seem to remember that watching other peoples replays shows up ABS differently, but I'm far from 100% sure on that one.
