Any suggest? I am not quite sure i5 6400 enough power on GTAV and SpinTires at Setting graphic med to high and resolution at 1080p60.

Looks decent, you don't need an aftermarket cooler though, the stock Intel one is fine for stock processors. You also don't really need a Z170 board, the main benefit of those boards are more PCI slots for dual GPU and multiplier overclocking. A nice B150 would be fine for that build, and save you $50. Oh, and the PSU is also overkill.

If you cut those down you could upgrade to the 6600 and maybe a better GPU.
