Can someone Help me with this

I've been getting frustrated trying to produce a similar background as this wallpaper Wallpaper examole I've tried every trick I could find on the web and still cannot get anything close. I'm unable to write the original artist so I'm hosed on that source of info.
IF anyone knows how to do this with Photoshop 7 and free plugins PLEASE help me !!!!
