Can you tweak liveries that you download?

I came across a wonderful livery last night for my new GT-R but there are a couple of tiny tweaks I would like to make. I would like to change the number, add my driver name and maybe change the underlying shade of yellow for something a bit darker.

Can you simply edit liveries that somebody else has created and kindly made public for downloading or are they locked down?

I don't think you can, they save in a different destination that yours
