Can't acces online lobby's how can i fix this?

When i try to race online. it show the checking network enviroment dialog. the bar takes really slow too fill. Something like an hour and then nothing happens. I have recently reinstalled the game and my ps3 because of some hard drive problems. How can i fix this or are the servers still unavailable?
