I deleted the game completely, re-installed it and the DLC packs also re-installed. Launched the game, and same issue. two of the same LM cars with one saying theres an issue and needs to be redownloaded or w/e.
OK, i searched deeper and found Sony's reply to a similar situation of redeemed missing and non working cars.
So, something like the below. That's your case right?

It's quite long, and i don't really know if that will help you any further...
It seems to be a procedure that you should follow, only if the PS4 has failed dramatically.
I don't know how that below should help you for getting your missing cars back, or at least make them appear normally.

I’m sorry to hear that you‘ve experienced a problem with your PS4. Please try the troubleshooting steps below. You can try to start the game in-between every step to see if the issue has been resolved.
Please check if your account is set up as Primary.
Please follow the instructions bellow on how you can set up your account as a Primary on your PS4:
1) Go to Settings
2) PlayStation Network/Account management
3) Activate as your Primary PS4
If your account is set up as a Primary on your console, proceed with the steps bellow:
1. Restoring Licenses
Select [Settings] > [PlayStation
Network/Account Management] > [Restore License]
2. Back up your saved data on a USB-stick. Please check the link bellow on how you can do that:

3. Delete the game

4. Restore the saved data:

I'd like you to try option the following options:
5 - Rebuild Databases
6 - Initialize PS4
7 - Initialize PS4 (Reinstall System Software)
IMPORTANT: Option 6 and 7 will erase all data on the console. Information on how you can back up your saved data can be found here:
