The 1996/1997 SS package was available as an upgrade to the standard Z28. So in that respect, the name Z28/SS is somewhat correct. However, no production cars had both badges like that, they only had the SS, and were officially referred to as just "SS."
The car in the pictures above may be a prototype (an official 1995 prototype of the car did wear both), or the owner may have added the second badge himself. Either way, it's not production correct.
As for specs, the LT1 in the SS had 305 hp (compared to 285 in the Z28). An optional exhaust system with both pipes on the left, instead of one on each side, boosted it to 310. The SS also featured a different hood, rear spoiler, and wheels. Finally, the suspension was upgraded for better handling.
For 1997, a few (108) of the 30th Anniversary edition SS Camaros got the 330-hp LT4 engine instead. It's rumored (and seems likely to be true), that many other 1997 SSs got LT4 heads on the LT1 block (but this is getting off on a tangent, so I'll stop).
Interestingly, the SS was not built by Chevrolet. When an SS was ordered, a Z28 was sent to SLP, a tuner in New Jersey, for the conversion to the SS package.
