Color-Changing help...

Ok, I have this sick white Viper that I chopped, and I have a color scheme all picked out. The only problem is that I can't get it to this color. can anyone help (I wanna turn it Dark Blue)?

create new layer of bodywork:
image>adjust?colour balance!
if that fails- image>adjust>variations and try that way!
if that fails- image>adjust>selective colour, drop down box to white and go from there!if none work individually try them together until you have desired affect! also try- image>adjust>desaturate, then image>adjust>hue/saturation but check colorize box first
then try colour balance!

Might I also add that I'm using Photoshop Elements II, and not Photoshop 7??

I use PSP7. The Retouch>Color To Target Tool works great for me. It doens't exactly match the color I want sometimes
