If a race says that a Corvette Z06 is eligible does that mean a Tuned Z06 by Concept by GT is able to enter, as well?

I'm afraid the answer is "No". They are two different cars indeed. One is stock and the other is a tuned version.

I got the game today, and I am currently updating to Spec III.

I was thinking about saving up 200,000 to get the Tuned Z06 over the regular one.

On a related note, you can't use the Swift/Tuned in the current FWD event online. You can't use any Tuned cars in the current drivetrain based online events.

Even the PP reaches 550?
'cause I didn't play other events much other than the PP550 RWD Suzuka.

Haha I used to do this in GT3 with the choices for what cars you get as a prize. Save after the 4th race, skip the 5th race, and hope I get a good car. If no, reset PS2.

It's not like GT4 anymore where you could take the yellow JGTC rx7 to the rx7 one make race. PD made gt5p smarter.

B spec is a definate yes in gt5 and it will be optional for races like it always was. If they put it in it will have to be smarter.
