Well in some ways, you can and can not. Its called "hybrids". You can take the engine out of lets say the R-34 Vspec tune it to 774hp, take the Chasis of something sturdy at high speeds, like the Toyota GT-One Road Ver., and drop a 1964 MG Mini body on it, stick some Super Soft's on it, and get one crazy ass speed record. Adding paint, I'm pretty sure you can't, but ask around in the Hybrids and Gameshark forum.

Racing Modification is the only thing you can do to "enhance" the looks of your car. Sometimes you get color choices, and in the case of a few cars, you have multiple choices of racing mods.

But you can't add a Toyota Supra wing to any old car, the game doesn't work that way.

I hear there are some PS2 games that allow that, GT1/GT2/GT3 isn't one of them.

Color changing isn't very reliable in GT2 even with a GameShark, there's a few hardcore coders form the past who liked to do it. But, the trouble was that cars you wanted to swap colors from had to have very similar shapes and body panels in order to to make it work. And you couldn't save the results. Not worth the trouble.

I believe that game is Tokyo Extreme Racer 0 or X. I'm not sure if thats what its actually called, but its a pretty good game.
