I was doing mission 2 and the other car was right next to me and both cars finished with the same time, but when i saw the race positions and the time the other car was behind me it said somthing like: +10789512442 laps. It said i was first but i dint win the points or the money. this was really strange!

Has anyone else had this happen to them?

Yep - on a driving mission too (Subarus, Tsukuba). I was travelling considerably faster than the 1st place car, but hit the line a couple of thousandths behind it.
 
That's not the same as finishing at the same time, to the nearest thousandth, though. It seems that with Missions, this must cause some issue in the game's positioning system after the race. I'd be interested to hear this one verified from a different source. It's never happened to me, although I've been very close I've never had =00'00.000 in a Mission

No, but I had the same issue as described.

I hit the line at +0'00.002, which flashed up on the screen in red. The summary screen said I finished second by over 100,000 laps (in a one lap Mission).

I put it down to the fact that though the front of the Impreza WRC '03 touched the front of the line 2 thousandths behind, since it was travelling so much faster than the Subaru 360, the front of my car passed the rear of the line some thousandths ahead and "glitch happened".

That explanation seems perfectly reasonable. It'd be interesting to hear if gt488cv was travelling a lot faster than the other car as well.
It might be something to do with the rear ends of the cars being measured as well, as the line is probably a widthless parameter so the car is either over it or not over it. I can't see why PD would decide to measure the time the whole car crosses the line rather than just its frontmost point, but who knows?

Aren't the dimensions of cars in GT4 still considered to be just blocks (a height, width and length)?
 
Quite possibly, I knew that comment about the car's 'frontmost point' would attract attention from somebody :P

I'm not sure how the game treats the cars' dimensions for timing purposes, perhaps if we find a particularly misshapen car we could test that one.

well the second mission uses bmw 3 series so i would be going the same speed as the other car and the cars are also the same length.
 
Those Skylines are all the same length, so that might explain why this occured with the Subaru, but with the Skylines.
