For PC. Download it to your PC, go to that website Daan posted a link to, sign in using your PSN I.D & password like you would on the PS4, navigate to the decal uploader tab then upload the file you previously downloaded.
It will now show up in your decal collection.
Sure it could be done on a phone but I have never tried. Good luck.

I've got svg on GTcom. I don't understand how to download it. I'm using google chrome.

If you left click the SVG McDotter posted above, it saves it on your computer. I just tried it in Chrome, clicked it, Windows made a BONG sound & down the bottom left of the page it lets you open the folder it saved it to. In my case it was my Downloads folder. Do that, then do what I told you to do & it should work.
