All you can do to your car(s) is paint, change wheels or add aero.
Some cars you can "race modify" (about 17 I think, not sure) - other than that, the answer is no.
Some cars in the game come "pre" tuned or have some kind of "graphic" on them already, other cars you can choose between a plain paint job or one with racing stripe or a basic decal on them, but these are very few.
