DLC Content PS3 or PSN locked?

Ok so i still haven't received my steel book yet (got email for precision pack though) is the DLC etc, once installed, available in all accounts on that PS3 or is it just locked to that user. Got three accounts (brothers, main high level account and my new GTP account for leagues etc) i don't wonna start on one if i can't on the other.
Youngun is my main account full of platinum and i would like to stick that GT6 trophy list on that account to push it up to Lv15 but i want to join the Leagues and if i start on main account, will the money and 25 15th cars be available on there too? Would make getting cars to race easier. Thanks to anyone with the game with some incite. Main account will have full garage eventually, so i guess i could just share it over.

If your without game, no stupid advice please.

No game here but the manual says:

※Cars, racing suits/helmets and paint chips can used by every account on your PlayStation®3 system.

※Credits can only be used by the SEN ID used to input the product code. Please be aware that credits cannot be used by other SEN IDs.

How did i miss that. Credits i could of guessed but the 25 cars would help me there.
