Normally I could figure out a problem like this by now but I am puzzled, I just got my brand new R7 260X yesterday, I hooked everything up and then I went to AMD website, and did the auto detect thing to make sure I didn't mess anything up which I thought was fool proof, it worked fine after I installed everything for about 30 minutes but then my brand new monitor started to act like it was degaussing itself constantly which made me thought I got a defective monitor and then I went to change screen resolution to fix it and it worked, for a short while until my screen went crazy and then windows said something about the drivers stopped working and has recovered and then I was forced to do a hard shut down and then I went back into windows to do what I thought was uninstalled all of the AMD drivers that belong to the integrated graphics on my A8 6600K and after I did that, I tried reinstalling the drivers for R7 260X and the same stuff keeps happening. Everything is fine without any drivers installed but when I install them all hell breaks lose, I am honestly puzzled, maybe I was install the wrong stuff. Here is my build for anyone that wants to know. http://pcpartpicker.com/p/qZDKVn

So with VGA drivers you ran fine, when you have the correct drivers installed, the drivers keep crashing.

Sounds like a defective GPU.

New does not mean it is not DOA.

Make sure your PSU is putting out the power it needs, these high end GPUs need at least 450w these days, and you need to factor in all the other parts, and a little extra so if you have a 750w+(good brand) you should be fine.
Also run a GPU stress testing program

I know that my psu is enough for sure, I am a psu freak but I also read this which says not to use programs AMD Catalyst Clean Uninstall Utility which is something that I did use which I think is what caused this mess in the first place and now I can't even try to uninstall AMD Catalyst because it gives me a error message. I'm going to back up my games and everything and do what is says just in case for a worst scenario that if I brick windows or have to reinstall windows.

I just reinstalled Windows and used the auto detect tool to automatically install drivers and then installed the latest beta drivers and its still is acting weird, I am puzzle now if it isn't the beta drivers that are causing it.

You have reinstalled windows and it is still happening.

So it is more and more likely to be a defective GPU.

I really hope it isn't because I am lacking the money to ship it back, I hope that is just the beta drivers that are causing this.

Edit: I just tried it without the beta drivers and it still isn't working right.

AMD drivers are signed so there really is no need to disable forced driver signing.

I'll try it later on today, but I am Windows 7 because of reasons I can't really mention here but I'll figure out how to do it in windows 7, I just hope I'm not forced to reinstall windows again.

I gave up on it, I tried everything possible, I even reinstalled windows 4 times and tried basically every driver I could get a hold of for it, I just returned and asked for a refund since I'm going to get a R9 390 in about a month, I can live on integrated graphics a little bit longer. Thanks for trying to help though.
