CE- refers to Connection Error.
There is a guideline to try and fix it:

"Common Error". CE codes cover everything from hardware failures to storage limits, and sometimes network problems too.

No idea what CE-900301 is. It'd be lovely if there was an official list somewhere.

I had same issue and these fixed my problems interestingly. I was already using Google DNS addresses, I changed address to 1.1.1.1 and 1.0.0.1 anyway; maybe Google DNS are not working very well maybe MTU size fixed my problem. Gonna try them later on one by one.
 
Error code CE-900301 what I that?
Change the primary and secondary DNS to 1.1.1.1 and 1.0.0.1.
Also change the MTU (i think this is the key factor) to 1473 (I also heard that for others 1480 worked).

I did it and it worked for me (I wasn't able to enter in any lobby)
 
I found out your MTU size should be lower than your Modem's WAN settings.
I have checked my modem's WAN settings, in the advanced page, I found out mine is 1492. This number changes depending on ISP or connection type. If you cannot find it, you may ask your ISP or try smaller numbers than 1500 and learn.

If you use higher than the number set in your modem, packets get into smaller pieces (fragmentation) to make it work, and this process creates problems.
Somehow PS cannot get correct MTU size because system probably test it with modem(default gw), instead it should test it against an external server.
By the way if you set it too low, you may also creates problems downloading big files, so better stick with bigest possible.

Anyway if you have connections errors joining lobbies, this is the way to solve... Set the correct MTU.
