Do you have more than 1 Bob? My highest Bob is level 30 but my B-Spec level is 34.

But yours is the other way around... did you do a lot of remote racing, or B-Spec career racing? Maybe they level the B-Spec and the driver differently.

Yeah I noticed that, my Bob is level 40. Yet my B-Spec level is 36. I believe one of the updates changed the driver EXP. Because I remember before the B-Spec Leveling was the exact same, you could never have a driver higher then your level.
 
When your drivers take part in races where more than one driver is allowed, the total experience allocated between the participating drivers is greater than that given to your B-Spec level. Also, the xp is not divided equally between the drivers, but allocated related possible to completed laps by each driver. Therefore if you've been using one (or at least less) driver for multi-driver races, or you normally have one driver who completes a substantial part of the race, it would be likely that you experience this scenario.

I believe this may've been in the game since the start from my observations.
 
It's not a glitch, and it has been that way since the beginning.

The xp that YOU get is different than the xp your bobs get. Simple as that. I can be level 40 and have a level 1 bob, or be level 1 and have a level 40 bob technically. Though, I don't think its even possible in game to have a level 40 bob and be level 1 b-spec, but its "technically possible".
