I brought back the "you must vote to get points" rule a few years ago when I was getting 10+ entries and 4 votes, and it seems to have worked well. In my defense, the opening post for each round does say "A reminder for everyone who enters a caption, please remember to vote or you won't receive any points for your caption that round.".
