The best place for me, is near the construction site where the Yakuza are based in the second half of the game.
Because there you have the Yakuza, the Cartel and the Yardies overlapping, and if you get involved the Police will join in and all the gangs attack the cops. Can get a little hectic at times.

No it is the middle of Staunton Island, where Asuka beats up that Columbian guy. Where she gives you a few missions about half way through the game.

I generally don't like Vice City for gang wars, due to the ****eness of the gangs in Vice City compared to the gangs in GTA3.

I found a GREAT place last night. Starting from the North Point mall, go south, soon you will come to a U turn, you will also see a large buliding to your left, thats your target, go up the stairs and look for the swimming pool You should see a tall diving board Thats a GREAT Sniping spot And the cops cannot get very close to you because of a wall will keep them out. Sorry, I know this sounds comfusing to some people but that place r0x0rz For sniping. 
If someone finds it, can they post a pic so that the other guys know where this good sniping spot is?

Nothing like parking on the back entrace of the Vice Point mall and spectating an urban war between the PIGs, street wannabes and the real cops.

In GTA3 I had a couple of good spots in Shoreside. There's a warehouse you can climb on the roof of and wreak havoc upon Liberty City. And there's also a spot near the police station in Shoreside I think where you could stand on a box by one of the unique stunts and you were overlooking the street where you could snipe people and drop grenades and molotov cocktails and stuff.
In Vice City my only spot for rampages I use is the second floor Sunshine Autos (it's obviously a spot that loads of people have found). I used to use the rooftop near Skumole Shack until I discovered the Sunshine Autos spot.
Although my favourite way of causing chaos in Vice City is to cruise around Little Haiti doing drive bys on Haitians and running them over and then just scooting off to the Pay'n'Spray when I've got 2 or 3 stars.

I thought I was the only one who got a kick out of that, don't you just love it when the paramedics come and revive the guys just so that they run into the heat of the battle and get killed again?
I prefer watching all that at night, it's so hilarious when one of those leather jacket-wearing car thieves that hang aroung NPM sometimes steal the Ambulances, next thing you know the paramedics are running down the road chasing the bastard.

There is a good vantage point in downtown, if you use the big stairs opposite Ammu-nation, you can snipe a lot of people up there.

The best spot to get a rampage going is in the 2ed city (GTA 3) take a sharp turn the to Left from the bridge comming from the 1st city and look right untill you see breakable glass... go up the stairs and shoot!! then when you get alota cops..do the tank cheat and the tanks fall on the cop cars... and if your lucky Jump down get in a tank and roam!
