I don't think the above link will help you much because the tunes listed are all-rounders, for cornering too.
If you want top speed, set the gearbox for the car to top out at or just before redline. Lower the car, all camber and toe at 0.0 and set the LSD Acceleration to 60.
Edit: And downforce also plays a role in your top speed. Lower downforce means higher speeds but less cornering and stability. More, reversed. I hope this is understandable.

GT5 may not be for you if you cant tune a car for top speed. The easiest form of tuning. Displaying your incompetence and laziness.
That sort of comment is patronising,and totally unhelpful to someone who is obviously learning the game and asking for help. I would suggest that if you cannot be constructive, then don't comment at all.
