Can someone explain how it works? I mean, I've seen pictures of custom liveries that look like someone just copied a photo from the internet and pasted it on their car--in other words, phenomenal. I've never played a Forza game or any other game with a livery editor, so I've always had a hard time imagining how people are able to do this.

It works a bit like Photoshop. You are able to use up to 4000 layers to create an image. There is a library of shapes to choose from in the game (as well as millions of colors). You just select shapes and put them in layers and overlap them.

That's it?! Just layering shapes? I never knew such a simple method was used for creating such amazing liveries. These:

must have taken hours. So is it something easy to pick up? Simply time consuming rather than truly skill-based? Or is there an elite few who share their flawless designs with the community?
