Ok I have got the ideal settings for the PWTS if you have the x box and have had the same issues as I did. I stumbled on this how to fix the FFB issue purely on accident. I rebooted the wheel again. So step #1 is turn your x box on then the wheel. Now what i was experiencing when i did this was that the wheel almost felt like it was grinding on the inside as I had resistance but it wasn't like the FFB that have had on other games like GT5 and Forza 3. So after the start up I started a race and right at the begging I hit pause. When I did this the FFB issue went away and to test it I turned off the x box and turned it back on and same result. The FFB is there and is a lot stronger than what i was feeling. I then went to car settings and did some tinkering and tuning and now I am driving the e30 bmw m3 and it drives like a dream. The settings that I have are these so someone else try them and tell me what you think. On the wheel itself my settings are 240%, 100 ffb, 100 sock or vibration, 54 for abs(I like to feel the brake), 2 for drift, dead zone is 10% and linearity is 10%. In the game I have the elite driving model with abs set to on, traction control is on low, stability control is on. The in game wheel settings are as follows steering response is 52-54 ( i like 52) vibration strength is at 100, steering dead zone is 7-8, throttle dead zone is 0, throttle sensitivity is 50, brake dead zone is 0, brake sensitivity is 66, clutch dead zone is 0, clutch sensitivity is 50, speed and drift sensitivity is 0, and steering lock for both is set to 240. In the tuning section i hit the simplify tune button and tuned the gearing of the car to about 52-55 for speed over acceleration and then max out the slider for down force to grip. Try these settings and you will see your car will handle much much more like a tried and true sim.
