Frame rate issues

Ive seen a lot of videos with skipping frame rates. Is it the video or the game, does anyone know?

Ive only come across a couple of brief instances on PS3 version.
It is probably overall is the best balanced looking racing game taking landscapes, effects and lighting into account.
