Judging by what Nenkai said, it's more of an activation; the car itself is part of Thursday's update.

Sorry but I’m one of the ones that won’t be watching the streams , nor have I watched any before . I might try and dip in and out this time, but don’t hold your breath that I happen to see the bit that the question would be relevant to.
