GT5 Lost Media? Weird screenshot of some sort of Gran Turismo 5 PC application

Anyone ever see this? I tried looking for the picture/title but didn't really come up with anything. Is this even real?

Wow, can't say I'd ever seen this before.

I'm wondering if it was similar to the current GT7 website, where you can view and download your saved race and scape photos? Would have cut out the need for a USB stick as was required otherwise back then.
