this can have multiple causes, but if you've recently changed your network settings (new modem, whatever), or you're set to play for the first time then be aware that:
Without UPnP (support by your modem/router), you might need to open UDP 5658 from internet to your PS3 manually.
How to do that depends on your router/modem, so RTFM.
(please Duke, don't count RTFM as profanity:))

In general:
You should create an 'inbound' "NAT" where you 'tell' your router it needs to forward all packets it receives from the internet which are directed to UDP port 5658, on to the internal address of your PS3.

NAT types
When joining an online game, you'll notice a 'NAT type' being displayed.

NAT type 1: The PS3 is directly connected to the internet. (No NAT)
NAT type 2: The PS3 is connected to a router/modem that supports UPnP
NAT type 3: The PS3 is conected to a router/modem that doesn't supportUPnP (hence, you'll need to open the before mentioned port manually.

This is a minor problem, even though it's happened to me around 65 precent of going online . Any solutions for problems like getting a black screen just before the race starts or entering the race as a spectator without being able to leave the race until it's over?
 
Note that if you have more than one PS3 in your home, or you have some stuff running on PC that needs the same port, you have basically locked those out because you are forwarding all traffic for that port to one IP. Also, you have to repeat this for any other ports (e.g. other games) you want to forward.

My router supports UPnP, but I just stuck my PS3 in the DMZ of my router nonetheless, which means it has access/can be accessed through any and all ports.
