this can have multiple causes, but if you've recently changed your network settings (new modem, whatever), or you're set to play for the first time then be aware that:
Without UPnP (support by your modem/router), you might need to open UDP 5658 from internet to your PS3 manually.
How to do that depends on your router/modem, so RTFM.

In general:
You should create an 'inbound' "NAT" where you 'tell' your router it needs to forward all packets it receives from the internet which are directed to UDP port 5658, on to the internal address of your PS3.
NAT types
When joining an online game, you'll notice a 'NAT type' being displayed.
NAT type 1: The PS3 is directly connected to the internet. (No NAT)
NAT type 2: The PS3 is connected to a router/modem that supports UPnP
NAT type 3: The PS3 is conected to a router/modem that doesn't supportUPnP (hence, you'll need to open the before mentioned port manually.
