Habbit: Which tuning set first?

I am a newbie for tuning car. I just wonder which setting you tune first- spring? ride height? Then what? I have read all tuning knowledge in Apex. Pls advise.

Depends what problem you are having with your car.

If I'm setting a car up from scratch, I go downforce -> transmission -> suspension.

Problem? The category is understeer and oversteer? Is there any other problem? How do you all perfect your car(i.e. good turning and highest speed)?
