Ive been wondering about this too, just to do simple swaps like a rb26 swapped s14 or ls1 rx7, since the servers are down. Does anyone know if this is possible

Sorry for the delay, no you can not hack cars on 2.17 if you want to still hack cars you have to go back to version 2.14 to do engine swaps.

Or 2.11, @TiagoFerreira. I will make more hybrids in that update such as Project Kahn SL55 AMG and Project Tsung R35 GT-R Spec V (named after Mortal Kombat characters Shao Kahn and Shang Tsung respectively)
