Hi, Here I will show you my ways of editing Gran Turismo 6 or 5 pictures.
I'm not perfect in it but I know a lot of basics that will let you improve a lot.
So let's start with an easy one, I will judge the difficulty by adding stars * to the title. It will go from 1 star as the easiest and 5 stars as the hardest. Let's get started.
How to add rain to the picture: *

Original:
Step 1:
Open the picture you want in photoshop.
Step 2:
Create a new Layer.
Step 3:
Paint the whole layer black using the Paint Bucket Tool (You can select it by pressing "G")
And add the Noise effect Filter.
Step 4:
Add some noise effect for the picture and select the Screen layer style.
Step 5:
After selecting Screen you must go into filers and use Motion Blur, as much as you want, You can see I did it already. And you must set the Level tone. (Ctrl + L) And play around with it and see the best result you get.
