Help needed!

Hello, so im currently mid way working through some formula drift liveries but i've run into a problem. I can't figure out at all how to make the formula drift number plate on my computer, im horrendous with photoshop but okayish with illustrator. Only image I could find online was terrible quality. So if any of you kind people could create one it would be greatly appreciated! If you can't upload to the website I can i'd just need the file! Thanks alot!
