Are you sure it's plugged in? I did that with my DF and I though it was broken but it just wasn't plugged in.

Well what do you mean by "loose" ?, a little wobble or the whole wheel turns off the column ?

Also there are options in GT4 to make the FF stronger, somewhere under "DFP setup" or something like that is where you can increase the strength
